Richard Joseph Tierney of White Plains, NY, passed away peacefully on May 5, 2025 in Park Ridge, NJ. He was 83 years old. Richard was born in Mount Vernon, NY on August 25, 1941 to Michael and Isabelle (Cook) Tierney. He graduated from Mount St. Michael High School in Bronx, NY and Iona College in New Rochelle, NY.
On June 1, 1984 he was united in marriage to Anne (Scagnelli) in Bronxville, NY. They spent nearly 41 years building a beautiful life together, creating lasting memories.
Richard dedicated his life to others. He began his career serving in various positions and states for the U.S. Customs Service where he met his best friends, Edward and Patricia Choo. After retiring from the Federal Government, he joined the Port Authority of NY & NJ and concluded his remarkable career with the Office of Inspector General. His commitment to law enforcement and the community left a lasting impact on those fortunate to work alongside him.
Richard was known for his generous heart, quick wit, and infectious sense of humor. He was always a sharp dresser and a consummate gentleman in his approach to life. He was an avid reader and loved traveling with friends and family to Ireland, Italy, England, and Asia. Richard and Anne were members of Saint Anthony of Padua Church in West Harrison and attended faithfully for many years.
Richard will be sorely missed by his loving wife, Anne, and family; nieces and nephews, Peter Tierney of Arlington, TX, Patricia Vogel and husband James of Tulsa, OK, Susan Raymer and husband Kelly of Edmond, OK, Laurie Allen and husband James of Edmond, OK, Theresa Scagnelli of Wappingers Falls, NY, Lisa Magazine and her husband Mark of Atlanta, GA, Louis Scagnelli of Thornwood, NY, Michael Scagnelli of Poughkeepsie, NY; great nieces and nephews Courtney Tetzlaff (Michael), Melissa Vollbrecht (John), Christopher Vogel (Angela), Michael Allen, Kevin Tierney (Whitney), Patrick Raymer (Lacey), Andrew Allen (Nicole), Steven Tierney, Danielle Scagnelli (Christopher), Elizabeth Scagnelli, Paul Scagnelli (Traci), Christina Protsko (Brad), Marisa Nonemaker (Andrew), Melanie Addison (John), Hannah Scagnelli, Matthew Scagnelli, Michelle Scagnelli, Joseph Scagnelli (Aly) as well as many other great-great nieces and nephews, family members and friends.
Richard was predeceased by his parents, Michael and Isabelle Tierney, his brother, Edward Tierney, sister-in-law Elizabeth Tierney, brother-in-law Louis Scagnelli, nephew Paul Scagnelli and life-long friend, James Rafferty.
The family would sincerely like to thank the staff at Family of Caring at Park Ridge and Ascend Hospice for their compassionate care of Richard.
In honor of Richard's life and legacy, a memorial visitation will be held on Wednesday, May 14th from 4-8pm at Ballard-Durand Funeral Home in White Plains, NY. A memorial mass will follow the next morning at 10:30am at Saint Anthony of Padua Church in West Harrison, NY.
